Remove QUIF/BAIF/CABP .00.xx channels

Those channels were mistakes. They always should have been described with no location code instead of 00

We should make a data migration to get rid of those old and wrong nslc's

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
