Add sanity_check management command

Checks:

• Dangling Period objects
• Empty Collections
• Collections without source/periode
• Empty Sources
• Articles without a pdf url
• Articles with multiple pdf urls
• Incorrect fyear+lyear on Collection
• Period not in all_cols.csv (old crawl runs weren't deleted)
