Initial commit: medallion pipeline scaffolded

This merge request scaffolds the full RES1_BASE medallion pipeline across Bronze, Silver, and Gold layers.

  • Bronze: Raw JSON ingestion structured by date
  • Silver: SQLite integration with filtered RES1_BASE entries
  • Gold: Aggregated outputs prepared for visualisation and export

Includes authored README files, modular folder structure, and intentional comments for collaborative review. Ready for seasonal logic and visualisation expansion in the Gold layer.
